A cafe SOC does not need to look like an enterprise security operations center. A small gaming venue does not have a 24-hour analyst team, a large SIEM budget, a detection engineering group, or a dedicated incident response retainer. It may have an owner, a manager, a trusted IT contractor, a billing software vendor, a firewall, a few managed switches, a Windows fleet, CCTV, restoration software, and a very strong need to keep seats available. The question is not how to imitate a bank. The question is how to build enough monitoring to notice the events that matter.

The most useful budget SOC begins with business risk, not tools. For an internet cafe or gaming venue, the first risks are billing integrity, cashier accountability, client tampering, ransomware, remote support abuse, guest Wi-Fi abuse, and recovery failure. Every monitoring decision should map to one of those risks. If a tool does not help answer who changed a balance, why a billing agent stopped, whether a database was reached from the wrong subnet, whether backups restored, or whether a vendor session changed a service, it may not belong in the first phase.

The minimum architecture has five layers. The first is endpoint telemetry from Windows clients, cashier workstations, and servers. The second is billing application audit logs. The third is network evidence from firewall, DNS, DHCP, VPN, and switch logs. The fourth is file integrity monitoring for critical billing paths. The fifth is an incident workflow that tells staff what to do when an alert appears. Tools matter, but the workflow is what turns logs into decisions.

Wazuh is a practical starting point because it can collect endpoint telemetry, file integrity data, vulnerability signals, and security events with an open-source model. It is not magic, and it still needs tuning, storage, backups, and someone to review alerts. For a small venue, Wazuh can be deployed first on the billing server, cashier workstation, and a small sample of client PCs. Expanding to every client can come later after noise is understood. A bad deployment that alerts on everything will be ignored; a smaller deployment that reliably catches billing-service stops is more valuable.

Sysmon is useful when the venue or contractor can maintain a tuned configuration. It can capture process creation, network connections, image loads, file creation, registry changes, and process access depending on configuration. The danger is volume. Gaming clients are noisy. The best first Sysmon deployment is role-based: billing server and cashier workstation first, then pilot clients, then broader rollout. Start with process creation, command line, service-relevant events, and suspicious writable path execution. Add more advanced rules after the team understands normal behavior.

Windows Event Forwarding is underrated. It can forward Security, System, PowerShell, Defender, AppLocker, and other Windows logs to a collector without buying a commercial SIEM. If WEF is too much at first, even scheduled exports from critical hosts are better than relying on local logs that may be overwritten or cleared. The key events for cafe operations include 4624 and 4625 logons, 4688 process creation, 4697 service installation, 7034 through 7036 service state changes, 4657 registry modification when auditing is configured, and 1102 Security log clearing.

The billing application is the most important data source. Many security teams over-focus on operating-system logs and forget the business logs. A cafe SOC should collect billing logins, failed logins, session starts and stops, balance changes, refunds, free-time grants, price changes, manual overrides, client check-ins, service health, update events, and vendor support changes. The goal is not to spy on staff. The goal is to make high-risk business actions attributable and reviewable. A refund without actor, workstation, old value, new value, timestamp, and reason is weak evidence.

Network logs give cheap context. Firewall logs show denied client-to-server traffic, remote access, unusual outbound connections, and policy changes. DNS logs show suspicious domains, direct resolver bypass attempts, and failed lookups. DHCP logs link internal IPs to MAC addresses and time windows. VPN logs show vendor and administrator access. Switch logs show port changes, new MAC addresses, and link events. A small venue may not store all of this forever, but it should preserve enough to investigate the last few days and to export evidence during incidents.

File integrity monitoring fills a specific gap: did critical files change? The first monitored paths should be billing server binaries, billing client binaries, configuration files, updater directories, scripts, service definitions, golden images, restoration exceptions, and export/report directories. Hashes should be compared against an approved baseline. Alerts should be tied to maintenance windows. If the vendor updates the billing agent, the baseline can change after signatures, hashes, service health, and rollback notes are reviewed. If a customer-accessible client changes a billing binary outside a maintenance window, staff should investigate before reimaging.

The first detection set should be small and close to impact. Alert on billing or restoration service stop. Alert on Windows Security log clearing. Alert on billing database port access from client VLANs. Alert on cashier adjustments outside normal role or shift patterns. Alert on vendor remote access outside a support window. Alert on new executable files in billing directories. Alert on client agent check-in gaps. Alert on backup job failure. Alert on firewall rules changed without a ticket. These alerts are understandable to owners and managers because they map to business risk.

A budget SOC should include a visible daily checklist. Did backups run? Did any billing services stop? Did any client agents miss check-ins? Did any cashier account perform unusual refunds or free-time grants? Did any vendor remote access occur? Did the firewall deny client-to-database traffic? Did any Security log clear events occur? Did any critical file hashes change? This checklist can be reviewed by a manager or contractor. It is not glamorous, but it creates accountability.

We trust checklists that a busy venue manager can actually finish before the room fills up. If a control cannot survive peak-hour operations, it is not yet part of the operating model.

Cost can be kept realistic. An initial open-source stack might use one small server or VM for Wazuh, a Windows Event Forwarding collector if needed, existing firewall logging, DNS resolver logging, and the CafeSec Integrity Monitor for critical paths. Hardware may be an existing spare business PC with redundant backups, or a small dedicated server if the venue has one. Time is usually the largest cost: documenting the network, tuning noise, responding to alerts, and maintaining the baseline after updates.

The ROI argument should be operational. A single serious billing dispute, ransomware event, failed backup, vendor support mistake, or week of unstable client agents can cost more than a modest monitoring setup. The value comes from preventing some incidents and reducing uncertainty during the ones that still happen. When something happens, the owner can answer: which host, which account, which time, which service, which file, which network flow, which backup, which vendor session. That evidence shortens downtime and reduces arguments.

The stack should be deployed in phases. Phase one is visibility on the billing server, cashier workstation, firewall, DNS, backups, and billing application logs. Phase two adds pilot client telemetry, file integrity baselines, and service health alerts. Phase three expands to more clients, AppLocker or WDAC audit, Sysmon tuning, and vendor remote access review. Phase four adds tabletop exercises, incident metrics, and regular control validation. Each phase should produce a working result before the next begins.

A realistic phase-one budget can be mostly labor. The owner or contractor spends time documenting the network, exporting firewall rules, enabling useful Windows audit policy, confirming backup restore, and collecting billing logs. Phase two may require a small monitoring server, storage for logs, and time to tune Wazuh or equivalent tooling. Phase three may require better Windows licensing, managed switches, endpoint protection, or professional help for application control. Phase four may require a retainer or on-call agreement for serious incidents. The project should make these costs visible. Hidden security work tends to be deferred; visible security work can be scheduled.

The operating model should define who looks at what. A shift manager might check daily backup and billing-service health. An IT contractor might review weekly firewall, DNS, endpoint, and file integrity summaries. The owner might review monthly cashier adjustments, vendor support sessions, and unresolved risks. A professional responder might be called only for SEV-1 or complex SEV-2 incidents. That does not create a full SOC, but it does create a security operations model with assigned responsibility and cadence, which is what many small venues lack.

Metrics should remain close to decisions. Mean time to notice a billing agent outage is useful. Number of clients with missing check-ins is useful. Backup restore age is useful. Number of remote support sessions without tickets is useful. Count of critical files changed outside maintenance windows is useful. Alert volume by itself is not useful unless it leads to tuning or action. A budget SOC should measure whether the venue can detect, explain, contain, and recover from the events it cares about.

The first success criterion is simple: the next incident should produce a better timeline than the last one. If staff can identify the host, account, service, network path, and evidence source within the first hour, the SOC is already doing useful work.

There are traps. Do not collect logs that nobody reviews. Do not enable noisy Sysmon rules across every gaming PC without storage planning. Do not put the log server on the same flat network with no backups. Do not let cashier users edit alert files. Do not ignore time synchronization. Do not store HMAC keys beside baselines in writable paths. Do not reimage suspicious clients before preserving evidence. Do not treat a dashboard as a response plan.

Staff training matters as much as tooling. A cashier should know what a serious alert looks like, when to call the manager, and what not to touch. A manager should know how to isolate a client, preserve logs, and contact the vendor through a trusted channel. The owner should know when legal counsel, insurer, local authorities, or professional incident responders may be needed. The training can be short. The key is rehearsal. A tabletop exercise for ransomware, billing tampering, vendor access abuse, and unknown USB devices will reveal gaps faster than a long policy document.

Vendors can make a budget SOC easier. Billing software should export logs, document service names, provide health status, sign updates, identify required ports, and support named accounts. If a vendor cannot provide logs, the operator is forced to infer business events from Windows and network telemetry. That is weaker. Operators should ask for monitoring documentation during procurement and renewal. A vendor that supports low-budget detection is reducing support burden for itself.

The long-term goal is a cafe SOC pattern that can be reused. A reference Wazuh configuration, a Sysmon profile tuned for venue roles, Sigma rules for billing service tampering, YARA rules for generic suspicious binaries, firewall allowlist templates, and an incident checklist can become a shared baseline. Each venue will still need local tuning, but the industry does not need every owner to reinvent the first 80 percent.

Building a cafe SOC on a budget is an exercise in restraint. Collect the logs that answer business questions. Alert on events that change risk. Preserve evidence before cleanup. Tune around games and vendors. Start with the billing server and cashier, not every possible endpoint. Measure success by better decisions, not by alert volume. A small venue that can detect a stopped billing agent, explain a cashier adjustment, verify a backup, and isolate a suspicious client before reimaging is already ahead of the old model.
